The car is light enough that consumables last, simple enough that a privateer can run it, and balanced enough that the driver is genuinely the variable. Nothing else in the price bracket offers that.

The same qualities make it the best HPDE car in the paddock. A Miata teaches you to carry momentum because it has no other option, and drivers who learn that way tend to be quick in whatever they get into next.

What is the first thing I should do to a Miata before an HPDE?

Why setup beats parts on a light car

On a heavy, powerful car you can spend your way past a mediocre setup. On a Miata you cannot. There is not enough mass to hide behind and not enough power to cover a corner exit, so the car does exactly what its geometry and its corner weights tell it to do.
